Rudakevych M. Formation of state administration ethics under the circumstances of democratization and professionalism of public administration

The object is the moral-ethic relations betwen government officials in the process of their professional activity. The objective is the scientific-theoretical justification of formation of government officials' professional ethics in the circumstances of democratization and professionalization of state service and working out of recommendations concerning its practical realization. The methods are system, comparative, historical-logical, synthesis, testing, questionnairing, expert interrogation, discurs, introspective analysis, content analysis. The newness is that the theoretical basis of state servants' ethics formation is been worked out, as well as practic recommendations according their using on the ground of ethic infrastructure of state service. The results are that the model of ethic infrastructure that provides realization of government officials' ethics formation with the requirements of actual needs of Ukrainian country developement has been found; The essence and the role, the structure, the functions and the methodology of investigation of government officials' ethics, as the kind of professional ethics, have been revealed; theoretical approaches and the experience of inculcation of ethics in public service of the USA, EU countries and Russia have been analysed.
