Substantiation of scientific positions of improvement of systems of submission and distribution of water at change of their parameters in time and casual character of the influential factors focused on improvement of functional parameters and the savings of resources. Mathematical models of systems, analysis of water, influence of a technical condition on reliability and a level of water delivery are developed. Conditions of effective functioning of these systems for modern cities are determined.
