The object is the state as such, and also various forms of a development of its contents in a social reality. The aim is the deployment with the help of a reasonable level of comprehension of democratic statehoods idea and its attributive moments as a unities of parts in the whole. The methods are historical and logical. The phenomenon of State power of the people is opened up through the sphere of an ideal reality as a component part of it. The essence of power is analyzed as such, its maximum grounds are determined, the reflection of the democratic form of power is shown as an integrity differentiated to the parts. The criterion to define a concept "the people" is introduced as well as the structural unity of State power of the people is opened up in its four forms: control - direct power of the people, organization - legislative power, administration - authority power of the president, management - executive power.
