Lipovska N. The managment of institutional evolution of the State Customs Service of Ukraine

The object is the State Customs Service as the institute of state service of Ukraine. The objective is a scientific-theoretical justification of the features of functioning of custom service as the institute of state service of Ukraine and elaboration of model of management of institutional evolution of the State Customs Service of Ukraine. The methods are system, institutional, organizationally synergetic, socio-cultural, structurally functional, concretely historical, sociological, psychological and statistical. The newness is that the model of management of institutional evolution of the State Customs Service of Ukraine as the institute of state service is developed. The results - are that the analysis of features of institutional evolution of custom service is carried out during 1991-2006 on the basis of interpretation of custom service as the institute of state service; it is proved that custom service is a complex multilevel state institute; a method is confirmed, the program of diagnostics of social potential of custom service is offered, the results of monitoring of social potential of the State Customs Service of Ukraine are presented.
