The theoretical and methodological analysis of the State Service contemporary development level has been performed. Its essence and peculiarities within the sphere of the state border protection have been determined. The organizational and psychological fundamentals of the public administration personnel activity, criteria, indices and levels of manager's optimal management activity have been revealed. The methodology of requirements forming as to functional and acting model of the administrative staff has been revealed. The algorithm and technology of optimal administration functions realization by the officials of the State Border Guard Service of Ukraine have been worked out. The main ways of management activity effective style forming and development of the SBGSU officials have been characterized. The modern administration improvement tendencies within the sphere of the state border protection have been determined.
