The dissertation work is the first scientific and historical investigation of the peculiarities of formation and functioning of the system of social security, evolution of public, cooperative and social organizational forms.Тhe destructive influence on the activity of central and local social security authorities was proved. The total quantity of soviet pensioners was revealed, social and political status of "personal pensioners" was ascertained.
