The dissertation to be analyses a complex of documents on the history of financical policy of Central Rade and Governments of Ukrainian Peoples Republic (General secretariate, Peoples ministry of finance) and the creations of the national monetary system in the period of march 1917 - april 1918. The thesis analyses a couplex of documents on the history of the Ukrainian Government's financial policy and the creation of the national monetary system in the period of Central Rade. The doctorante for the thesis has made historiographic and source-study analysis of little-known and unknown files from the State archives. A complex picture of the government's financical policy in 1917-1918 (emission by karbovanets, gryvnya, marky-shagy, banking, taxation, State bank, state budget etc.) has been created. The work contains reconstruction of the structure of the state financical and administrative bodies, as well as of the process of forming the national monetary system in the Ukrainian Peoples Republic, as a component part in creating the national financical system in the fiwe of the liberation war of 1917-1921 and the all - Central Rade - formation process. The theoretical foundations of the above have been wade clear in the context of botl the Russian State and financical structure and the international financical and economic thought.
