Khomenko V. Theoretical substantiation and realization of modern principles of state administration of pharmacy

The theoretical positions of organizational principles of state administration of industry after the „horizontal" line and „vertical" line have been definited firstly a conceptual model of state and regional administration in pharmacy have been offered. The main place in it is given to the central organ on realization of management, co-ordination, organization and control after the pharmaceutical activity. The basic concepts of state administration in pharmacy: such as principles, mechanisms of state administration and adjusting, state - administrative relations have been theoretically substantiated. A mechanism of state administration of the process of forming of national medical (pharmaceutical) policy has been developed. Total all-Ukrainian questionnaire of specialists according to the problems of improvement of state and regional pharmaceutical branch administration has been definite conducted. The basic problems and principles of reformation of pharmacy in Ukraine have been defined. Basic prioritydirections of creation in Ukraine state system of quality drugs providing and its perspective model have been developed in obedience to international standards. Methodological approaches to improvement of regional management of pharmacy have been offered as well as algorithm of conducting of monitoring and system of indexes for estimation of pharmaceutical providing level of population..
