Object of research - public service institute in the democratic, legal, social state; the purpose - a theoretical-methodological substantiation of ways and directions of improvement of system of vocational training of civil servants in conformity from a modern paradigm of development of a manpower and introduction of practical actions for their realisation in Ukraine; methods - the analysis and synthesis, modelling, abstraction and generalisation, sociological interrogation; novelty - features of development of process of vocational training of civil servants in the conditions of a modern paradigm of the effective government which provides are defined: the account of the factor of dependence of system of training from influence of the external social and economic environment; a direction of efforts of civil servants on maintenance of state-private partnership; real maintenance of interrelation of training, creative self-education and self-improvement of officials; Involvement and adaptation of new forms of management of educational process.
