An object is ethics of civil servant as valued-normative phenomenon; a purpose is a theoretical ground of conception of the personality measuring of ethics of civil servant, determination of ways of ethicsation of government service;methods - structurally functional, to the axiology analysis normative, design; novelty - the necessity of mutual addition of principles of no personality and personality approaches is well-proven, it is discovered, generalized and the basic modern democratic tendencies of becoming and development of ethics of civil servant are systematized; results - Code of professional ethics of worker of government tax service of Ukraine, methodical providing of the educational modules, is developed; industry is state administration.
