This research contains an analysis of problems which arise at the construction of formal theories for reasoning and action in the open and unforeseeable surroundings. Execution of social actions in such conditions is determined to a great extent by the changes in mental attitudes of agents. Construction of the theory of social action becomes possibile only due to cjnstruction of models of dynamic and multiagent environment.
