Proved that the "Ukrainian factor" was exacerbating primarily because of escalating assimilatory policy occupants and eternal Ukrainian nation building, and a favorable international situation just put it олануin the center of events. "Ukrainian question" was part of a complex socio-political and socio-economic aspects of the official policy of Romania, who tried to decide it by renationalization and unification, adhering to the principle of Romanian mononationalism. It was found that international interest in the Carpathian region depended on the role it played in the revision of system of the Treaty of Versailles to Germany, Hungary and Romania. The activity of the Ukrainian emigration to update "Ukrainian question" in the world, shows the attempt to unite efforts and opportunities around the idea of Independent Ukraine. Given the comparative characteristic of activity of two trends of the Ukrainian emigration on the American continent - one of them was on the basis of Ukraine's independence and "progressive" trend, which was supporting pro-Soviet sentiment.
