The dissertation is devoted to the study of oligarchy that denies the essence of a democratic state which allows to realize the potential of society, its majority. Analyze the nature of the oligarchy, showing its structural elements and a set of stable ties that bind them together and determining the content of the relevant concepts. The essence of oligarchy is in the relationship of wealth and power, which is legitimate for the system. The form of oligarchy is the derivative-dependent forms of wealth and power. Ukrainian oligarchy was realized under special conditions.
