Imanberdiev D. Public service formation and development on the present stage of state-building of the Kyrgyz Republic

The thesis addressed the problem of actual scientific study peculiarities of the formation and movements of civil service guideline at this stage of state building and developed a scientific and practical approaches, principles, technologies, enabling their practical use. It is proved that remain unregulated social relations associated with the origin of species of the civil service because they are not defined in current law and no legal framework patronage positions in the civil service. Shown to the current structure of public service in CA and justified that the contradiction between de jure and de facto functioning structures associated with the aborted system of public service in the CD.
