Patterns of social-communicative genesis relations with public have been determined within the frame of social communication system. Identifying parameters of relations with public within the frame of system of social communication. Dual and ambivalent character of PR is defined as basic one. Contemporary communication public relations paradigm is classified as transitional from modern to post-modern. Functional peculiarity of PR in the process of designing of post-modern social reality is analyzed.
