By means of historical and pedagogical research the paper theoretically generalizes and practically interprets the development of out-of-school education of young people in Poland in the period from the last quarter of the nineteenth century till the middle of the twentieth century, determines necessary for the public functions that this part of educational system performs - proper organization of youth's free time, transferring cultural values, traditions and customs that reflect the history of the people, ideals, aspirations, beliefs and nature of social relations (socialization and self-fulfillment of youth) from the older generation to the younger one.
