Essay

The object: soviet customs system, which was formed and operated in Ukraine during the years 1919-1939. Purpose: reveal the essence of the Soviet customs, explore its basic components, conditions, characteristics and ways of realization in Ukraine during the interwar period. Methods: comparative (analogue method), chronological and retrospective, reconstruction, method of typology, systematization of historical phenomena, events and processes, method of characteristics, biographical data recovery method. Scientific novelty: author's statement of the problem; the first study of the main components of the Soviet customs 1919-1939 in Ukraine. Perfect analysis of Soviet foreign trade, which was the immediate context of customs, so the activity of Soviet customs officials was primarily aimed at protecting the state monopoly of foreign trade. The basic features of the Soviet Ukrainian customs in 1919-1939, which were his bolshevization, unification and centralization with full reassignment of Moscow. Among the functional tasks of Soviet customs authorities have priority control over the movement of goods across the border and the fight against smuggling. It was revealed that the specificity of an anti-smuggling activity was determined by Ukrainian customs frontiers geography, socio-economic status of the country, the level of cooperation between customs agencies with other government agencies. Scope of application of the results: integration into the broader scientific developments; the teaching of academic disciplines in higher education.
