The objects are tendencies and processes of state building in Crimea in the years of revolution and Civil War. The aim is a complex all-round analysis of government institutions activity in Crimea in the years of revolution and Civil War (1917 - 1922). The methods are historical-genetic, retrospective and historical-typological. The thesis deals with the studies of activity of state institutions in Crimea in the years of revolution and Civil War. On the basis of application of institutional approach problems of emergence and functioning of Crimean organizations of the Provisional government, originality of activity of state institutions of the "front-line" Crimean Soviet republics, peculiarities and inconsistent aspects in activity of Crimean regional governments, basic directions of activity of Crimean administration of commander-in-chiefs of Military White powers on the South of Russia, genesis of bolshevist dictatorship system in Crimea at the fall of 1920 - 1922 is under investigation. Certain fundamental contradictions in system organizations of power, that are inherent to seven political regimes, basic directions of policy of state institutions are traced in organizational, economic, financial, law-enforcement spheres, as well as in agitation, propaganda, culture and education. Application spheres are the trining courses and reformation of the system of public and local self-government authorities.
