Object of research: the processes of global imperatives of human resource development formation. Objective of research: theoretical generalization and development of modern methodological foundations for creating a global regulatory system for human resource development in the process of their evolution and substantiation of effective national policies in this area. Methods: historical and logical methods, quantitative and qualitative comparison, analog method, observation, balance method, statistical analysis, synthesis, systems approach, abstraction, mathematical analysis, interpolation, least squares method, cluster analysis, grouping, regression analysis, scientific prognostication, induction, deduction, management of objectives, thought experiment, substantiation, simulation, theoretical generalization. Scientific novelty: first the configuration of human resources development global system coordination has been developed, the methodology of countries and territories matrix ranking on qualitative and quantitative indices of human resource development has been suggested, the methodological approach to historical periodization and prognostication of human resources development global dynamics the classification of human resources on new criteria of availability and prospectivity has been worked out; the conceptualization of contemporary global economic development range of problems, the characteristics of historical differences in the forms of macroeconomic management and regulatory impact on human resource development, the fundamental methodology of variational scenarios for the countries and territories social and economic potential realization have been updated; the further formalization of positive conceptual frameworks and determination of the conditions for transition to global system of human resources development coordination have been developed, the methodology and tools of economic and mathematical modelling as for assessing the state and dynamics of human resources global development and the results of human resources development control in the social and economic systems, the theoretical substantiation of modern content of the interrelated concepts "human resources" and "human resources development control" determination have been carried out.
