Essay

Historiography, source materials, and research methodology are examined. The famine of 1928-1929 in Soviet Ukraine, notably its influence on the activity of the authorities and the state of society, is researched in a multi-faceted manner. The state of grain production in the Ukrainian SSR, as well as its place and role in the all-Union agricultural realm, is examined. The reasons for and extent of poor harvests in 1927-1929 are researched. The manner in which the Ukrainian SSR's grain and fodder production in 1927-1928 and 1928-1929 was determined is analyzed to determine the degree of its veracity and to look at the consequences of interference in the preparation of statistical information. This work critically examines the introduction of extraordinary measures into the sphere of agriculture and their strong integration as an element of depriving the peasantry of economic empowerment as well as the resultant famine of 1928-29. An analysis is made of the union-republic relations and the implementation of a government assistance plan, with a treatment of the effectiveness of the Government Commission for Ameliorating the Effects of Crop Shortages in Ukraine.
