Trifonov I. Methodological foundations of value-oriented management of programs in the conditions of incomplete information

Subject of research is the processes of formation and management of programmes and projects. Thesis objective: the development of methodological principles of value-oriented management of programmes in the conditions of information incompleteness which ensure efficient use of resources of organization and they are oriented in increasing the satisfaction level of interested parties of the projects. Research methods: systems theory and analysis to define the competency level of organization in programmes fulfillment; functional-cost analysis to define the efficiency use of organization energy resources; set theory to develop the method of value-oriented formation of programmes in the conditions of existing project alternatives and estimation method of projects value in the conditions of information incompleteness. Theoretical and practical results: we have determined the integral index of organization competence level in the implementation of operational programme that is within the limits of 0.4 - 0.67; we have determined that potential development level of projects commands is within the limits of 0.38 - 0.7; we have determined that in implementation of operational programmes of power-consuming enterprises the summary index of the efficiency of programmes implementation in the view of consumers has increased from 0.52 to 0.59 that has led to the increasing of the level of consumers 'satisfaction. Novelty of the research: firstly we have developed valuation method of projects availability; firstly we have developed the method of value-oriented programmes formation in the conditions of existing project alternatives; firstly we have developed the method of estimation of projects value in the conditions of information incompleteness; we have obtained the further development of methodological principles of value-oriented management of programmes in the conditions of information incompleteness which completely take into account the value criteria of projects results in the view of interested parties and scarcity of existing resources of organization. Implementation extent: we have developed methodical recommendations of taking managerial decisions in implementation of the programmes of organizations development.
