Essay

The thesis provides scientific substantiation of the theory of public and state secondary education management in the region. The features of the evolution of education management and methodological approaches for its investigation are worked out. The trends, basic features, factors, principles, functions, socio-economic and legislative conditions of formation, the evaluation criteria for the implementation of public and state secondary education management are defined. The links of the system of secondary education management to the models of local self-government, education investments and the level of social capital are theoretically grounded. Based on a "soft" approach modernisation for the universal cycle management under conditions of public and state secondary education management in the region is proposed. The model of a system for utilization of the researched phenomenon is scientifically grounded and worked out; the effectiveness of the author's system of public and state secondary education management in the region is experimentally verified; the priority directions of its implementation under conditions of current legislation of Ukraine are outlined, in particular for the educational districts, autonomous and private secondary educational schools.
