The thesis is devoted to solving scientific and technical problems that the development of theoretical foundations of divergent methodology harmonization decisions in the management programs of higher education in the educational sphere, which is a new direction in managing projects and programs. We describe the concept and application of model divergence in the development of methodologies and management projects, programs and portfolios. On the basis of the research, review best practices identified key principles of program budgeting education and requirements to software quality evaluation system of education.
