Essay

The thesis suggests theoretical grounds and new solutions to the organization, content and trends for development of school-based management in Western and Northern European countries. Terminology of the School-based Management (SBM) comparative educational research has been defined. The author's definitions have been given for the following terms: school autonomy, educational leadership, school-based management, educational reforms, decentralization etc. Holistic analysis of the socio-political, socio-economic and educational processes of the essence and functional characteristics and trends of school-based management in Western and Northern Europe has been given. Conceptual theoretical basis to school-based management has been shown. Based on comprehensive analysis the impact of political, economic and cultural globalization on the development of school-based management in Western and Northern Europe is revealed. It is proved that the changes in the education system under the influence of globalization processes require updating ideas about democratic forms of responsibility, accountability and quality management and require restructuring, which includes both centralized and decentralized their constituents.
