Essay

We analyzed the forms and methods of formation and activities of the authorities; especially the administrative and territorial reform in 923-1925 gg. Blinked conducting ethnic policy, changes in the health system, education and culture, progress and results of the eradication of illiteracy, power relations and the church. Established the scope and causes of the famine of 1925-1926. It is proved that the use of methods of the Bolsheviks from the arsenal of the colonizers secured the approval of the Soviet authorities, but has not given the expected results of the NEP.
