The dissertation is devoted to the development of methodologies, models and methods of threat management in programs of development of financial organizations in the conditions of a turbulent environment. The author proposed a formalized model of methodologies based on the genomic representation of elements and relationships; construct a rational structural model of the finance organisations on the basis of fractals taking into account the turbulent environment. The author’s proposed model allows to model a financial organization based on a functional - value approach in the conditions of external and internal threats. The author proposes a set of proactive models and methods for ensuring the sustainable development of a financial organization, taking into account the migration of values and a classification of threats of financial organizations in the conditions of turbulent influences.
