Botvinov R. Development of a public service of special purpose in Ukraine

The thesis work substantiates a set of conceptual provisions pertinent to the functioning and development of the special purpose public service, by which the author understands the subsystem of the public service ensuring the internal and external security of the State, protecting the rights, life and health ofa person and a citizen, exercising its special powers stipulated by special functionsof this type of the service in the order established by the law, in particular, powers of the wide applicabilityof public enforcement measures, and having the differentiated areas of the competence;the employment in the public service of this type is a professional activity concerned with the implementation of functions, rights and obligations of public authorities of a special nature; as well as its status in the general system of the official staterelationship of Ukraine, and the proposals for the improvement of its activity in the practice of the state administration in Ukraine have been elaborated.
