The dissertation solves an important scientific and applied problem of creating a project management methodology in a dynamic digital environment, which divides the scope of activities into creative ones that remain in the person, and the types that are passed to the computer. Based on the analysis of existing approaches and methods of project management, it was shown that the future of project management is related to the digital environment. The conceptual foundations of the project management methodology in a dynamic digital environment based on the ATOMM model (system of knowledge, technology, organizations, models and methods) was proposed. The aims, principles, tools and conceptual apparatus of the methodology was presented. The conceptual basis of the project management methodology was expanded by introducing new definitions that formalize digital project management. The scope of application of tools and mechanisms of digital project management was defined. Models of digital management of projects of the creation and provision of information resources was proposed. The methods of selecting a model of project management under the specific conditions of its implementation was developed, as well as methods of calculating its parameters. Methodological principles of digital project management was formed. A methodology for project management in a dynamic digital environment has been created and tested in practice. In the methodology of digital project management a component for creating digital project management tools was developed. The component determines the order of implementation of the project for creating digital project management. The technological component of digital project management was defined. The component contains combination of methods and means for information processing which is used for management of project for information resource creation and provision both in the operating and project activities of enterprises. For that purpose within the framework of digital project management information management tools was implemented that are part of the digital project manager.
