The thesis presents the theoretical generalization and a new solution to the problem of the development of information and communication competence of teachers of philological disciplines within the postgraduate training system by developing the conceptual model of the competence development. As the result of the analysis, the new trends of the development of information and communication competence of teachers of philological disciplines within the postgraduate training system have been determined. The fact that the system of postgraduate education in the conditions of modernization of education and informatization of all spheres of life allows teachers to renew and significantly expand the previously acquired knowledge, acquainting them with new effective pedagogical technologies as well as satisfying the request of the society for providing conditions for the constant development of teachers' communicative competence and their readiness to solve professional issues by means of ICT, together with encouraging them to the quick application of knowledge in their practical activities has been proved. After analysis of different approaches to the structuring of the professional competence of teachers of philological disciplines, it has been determined that today one of the important types of general professional competence is the informational communication competence, the development of which should be viewed as an integral process of personal and professional growth of teachers of philological disciplines within the course and intercourse training periods, and the requirements for its development reflect the teachers’ qualifications. From the analysis conducted the theoretical and methodological features of the development of the informational communicational competence of teachers of philological disciplines in the system of postgraduate education have been defined and covered, the methodological approaches have been described as a methodological basis for creating a conceptual model for the development of information and communication competence allowing to create the strategic lines of its development during the andragogical cycle, namely: synergetic, systemic, andragogic, competence, personality-activity, differential, acmeological, sociocultural and axiological approaches.
