Osaulenko I. Methodology of project-oriented management of regional development in Science – Business – Government system.

The thesis resolved important science and technical problem of working out methodology of structures’ creation for realization of project-oriented management of regional development. The main subjects of interaction in the context of regional development planning based on the Triple Helix conception ascertained. Compatibility model in distributed project-oriented structure based on genetic model of organization, which allows to ensure forming of necessary set of functions of project-oriented management and optimal ratio inside the project teams developed. Method of regional development trajectory forming through system of projects, which ensures the distribution of the projects from regional portfolio among potential executors according to their individual strategies developed. Proposed method of regional portfolio forming based on cluster analysis allows to the maximum keep constructive project ideas. The concept is considered and the plan of realization of the project of street lighting modernization of towns and districts of Cherkassy region is developed. The order of practical implementation of the methodology of project-oriented management by regional structures is determined.
