Shemayev V. Management of Transport Infrastructure Development in the System of Economic Security of a State

The dissertation is devoted to the development of conceptual, methodological, instrumental and applied components for a country’s transport infrastructure development, taking into account the threats and opportunities for strengthening the economic security of a state (national economic security). The dual interconnection between transport infrastructure development and elements of the national economic security system is determined, in particular: as an instrument for realizing national interests in the economic, social and national security spheres. The dissertation proposes a classification of the threats to the national economic security, which are connected with insufficient realization of transport infrastructure potential, characterized by a comprehensive list of the threats by types on the basis of the following features. The conceptual principles for maintaining economic security of a state on the basis of managing transport infrastructure development, as a set of theoretical and methodological provisions with regard to definition of methodological approach, objectives, principles and methods, technology of management of transport infrastructure development, were developed. The thesis forms a categorical basis for managing the transport infrastructure development in the context of securing the national economy. The dissertation supplements the theoretical underpinnings by special concepts related to the sphere of economic security of a state. The content of the terms has been reviewed; in particular, terms «criteria», «indicators», «thresholds and optimal values of indicators» have been adapted to the sphere of transport infrastructure. The processes of managing country’s transport infrastructure development have been reviewed through the lens of a security-oriented approach (in particular, the terms «transport infrastructure», «management of a national transport infrastructure development within the system of economic security of a state», «technology for managing the transport infrastructure development within the system of economic security of a state»). The paper specifies the scientific-methodical approach to the comprehensive assessment of the national economic security in the field of transport infrastructure. The assessment is done on the example of the foreign trade sphere with the purpose to justify state policy managerial decisions in the field of transport infrastructure development, while taking into account the requirements of the national economic security. The dissertation introduces a list of indicators which reflect economic security of a state in the field of transport infrastructure. It is formed in a sectoral way and complemented by the use of macroeconomic indicators related to the country’s transport infrastructure. Furthermore, the paper proposes a use of a cognitive approach to manage the development of the country’s transport infrastructure within the system of national economic security. The author proposes the use of a gravity model to assess the impact the condition of both transport infrastructure and information and communication technologies of the country have on the country’s economic security. The simulation has been conducted on the example of the foreign trade sphere.
