Lupak R. Importation substitution in the system of economic security of the state: the regional aspect

The dissertation solves a set of tasks for the substantiation of theoretical and methodological and applied principles of improvement of the state policy of import substitution in the system of ensuring economic security of Ukraine in the regional aspect. Protective and liberal strategic approaches to import substitution within the framework of state regulation are allocated. It is concluded that the regional policy of import substitution is a separate integral direction of the state policy, which is implemented with the purpose of overcoming systemic risks and threats of import dependence of the interregional and local markets, and is implemented using a set of mechanisms, tools and measures available, most acceptable and effective at the regional level. Interdependence of import substitution, development of the domestic market and ensuring economic security of the state are determined. The world experience in realization of the state policy of import substitution, its regional-branch features, advantages and disadvantages and conclusions concerning adaptation to domestic conditions was made. It is substantiated that an effective state regional policy of import substitution should aim at the introduction of monitoring, timely detection, localization and leveling of functional and structural and systemic risks and threats. It has been established that minimizing the risks and threats to the state's economic security in the process of strengthening import dependence requires the protest of effective measures of state policy which, on the one hand, ensure balanced territorial development, and on the other - improvement of the import substitution policy in the sectoral aspect. A sufficient number of methodological approaches to assess import dependence and the effectiveness of the state policy of import substitution, where predominantly used coefficients of export-import coverage, import quotas, GDP surplus on imports, and others are found. The results of the analysis confirmed the high level of import dependence of the domestic market of Ukraine and the expressed tendencies towards its strengthening and the growth of critical threats to the economic security of the state. Assessments were made and features of import dependence by regions were identified, which showed excessive territorial-spatial differentiation and high criticality of the scale and trends of intra-regional consumption of imported goods in Ukraine. The sectors and sectors of the national economy, which formed a significant dependence on the import of goods, were characterized. The obtained results are reinforced by the conclusions of the integrated assessment of import dependence, including its correlation with the state of economic security of the state.
