The dissertation is devoted to solving an important scientific and technical problem related to the management of innovative activities by developing a new methodology of risk-oriented management of scientific activity of higher education institutions, which allows to increase the efficiency of innovation programs with the help of developed models, methods and mechanisms of project-oriented management of interaction processes of the triple helix "University- State-Business". The conceptual model of innovative program management developed on the triple helix "University- State-Business (U-S-B)" has been developed for the first time. It forms the basis of a new risk-oriented methodology and allows taking into account the interests of all groups of stakeholders. The method of forming the architecture of an innovation program was developed for the first time in the work. It allows taking into account and balancing the strategic objectives of all participants of the program and the risks of failures in its implementation. The risk management model has been created in scientific projects of higher education institutions for the first time. It allows to divide and (or) transfer risks based on the use of the functions of collective well-being of Nash. The method of forming a portfolio of scientific projects of institutions of higher education, which is based on minimization of risks and takes into account the strategic goals of the university and resources that it has in place, has been developed for the first time. The presented method and model of evaluation of the efficiency of the implementation of innovation programs for each of their participants allows, in contrast to the existing mechanisms for regulation of scientific research, to monitor the results of project developments at a certain stage and to make timely decisions to stop work on the program. The method of institutional management in creating an office of an innovation program is improved, which, unlike existing developments, allows taking into account the interests of all its participants. The presented model of risk-oriented management of scientific activity of higher education institutions allows to control the implementation of scientific developments by scientific and pedagogical workers, as well as to apply compensatory mechanisms for the rejection of the declared indicators of scientific work from the real ones. The terminological knowledge base on the methodology of project and program management has been further developed through the conceptual extension of the basic and additional definitions: "innovation management", "innovation program", "life cycle of the innovation program", "risk of the project", "risk of the portfolio of projects", "risk of the innovation program", as well as the definition of the proposed new provisions of the dissertation research, revealing the depth of the project-oriented management of innovation activities. The proposed classification model for risk situations distribution in the phases of the life cycle of an innovation program allows, unlike existing models, to take into account changes in risks in the process of implementing an innovation program in the transition from one project to another. Based on the theoretical foundations, models, methods and mechanisms that form the new methodology of project, portfolio and program management of scientific activities, created and tested practice of using the mechanisms of risk-management scientific projects of higher education institutions in the implementation of innovative programs.
