Essay

In this manuscript actual scientific problem of evolutionary adaptation of microeconomic agents’ strategies to change of market environment in direction of gradual improvement state of microeconomic systems using criterion of social welfare was stated and solved. Models of evolutionary selection of firm strategies, stability and bifurcation of microeconomic systems, evolutionary adaptation of business processes and investment strategies, models of customs, tariff, tax and regulatory policy are offered. It is developed policy recommendations to increase the efficiency of tax collection for the reform of the State fiscal service in the medium-term period, to implement modern electronic technologies of the city administration and the mechanism for determining of investment strategies in the region's economy. Developed methodology of evolutionary adaptation of the business process to the market environment allows us to effectively adapt business processes to the standards time and financial indicators in order to increase the firm's profits. It is also investigated impact of domestic enterprises’ technologies and numbers of foreign producers of unique products on the tax and customs revenues to the state budget using social choice functions.
