Dissertation for obtaining the scientific degree of the doctor of technical sciences on the specialty 05.13.22 "Project and program management". - Kyiv National University of Construction and Architecture, Ministry of Education and Science of Ukraine, Kyiv, 2019. The dissertation is devoted to solving scientific and technical problems concerning the development of theoretical foundations of the proactive risk-oriented methodology of program management of the creation of technical regulation system in construction, which allows to increase the efficiency of construction projects management by introducing a parametric approach instead of a attribution, which ensures the creation of the construction industry as a competitive field of the economy The problems of development of the mathematical support of decision support systems for technical regulation in construction are considered. The tasks of multi-criteria optimization and expert evaluation in the conditions of the uncertainty of different nature are carried out. The principles of application of the theory of fuzzy sets in the conditions of transition from the attribution to the parametric method of valuation are described. The parametric method is being implemented in the building industry of Ukraine under the influence of world tendencies. The formulas for determining the truth of fuzzy implications are given, and the classification of uncertainty according to the nature of the information is proposed. The basic concepts, definitions, theorems, and provisions are presented, which are necessary for the choice and development of models, methods, and algorithms for solving the problem of expert evaluation in projects. The model of the knowledge-based system is proposed and it intended to increase the reliability and speed of the procedure of harmonizing construction norms and standards taking into account the peculiarities of the development of the construction industry in Ukraine. The system of fuzzy output and the scheme of uncertainty processing and substantiation of construction norms and rules are described. This system provides the technical regulation in the construction industry.
