The thesis is devoted to the scientific substantiation and implementation of the optimized system of senior health care personnel appointment and preparation in Ukraine. In the dissertation the actual problem of health care is solved - the peculiarities of personnel potential formation of health care managers by professional, medical - professional, socio-psychological and behavioural characteristics are established, as well as the problems of selection, appointment, specialization and continuous professional development are systematically presented on a regional level, which influences the effectiveness of managing healthcare facilities and providing affordable and qualitative healthcare assistance to the population. An optimized system of executives training and appointment at different levels of their professional development is scientifically justified and developed, which is promising and aimed at reforming the management system of healthcare institutions. Comprehensive medical and social studies have identified qualitative and quantitative factors for the dependence of individual indicators of public health and quality of medical care on changes to the health care system's provision of medical personnel. In terms of the psychological aspects of management to ensure the effective work of the manager the most predicted socio-psychological characteristics have been identified, which are effective criteria for professional selection for management positions in health care institutions. The performance of the diagnostic and treatment units of the healthcare institutions, the functions of the basic health care organizers was assessed by the heads and senior nurses, which made it possible to refer them to the managers of the basic level and to recommend their training in the basics of health care management. A professional chart of health care managers has been developed, taking into account the competencies that depend on the position and a scientifically optimized system of appointment and management training based on European and national recommendations, taking into account regional peculiarities. Major innovations are offered at the level of postgraduate education and continuing professional development. Components of the proposed system are mandatory and special conditions for management positions appointment, as well as providing continuous professional training, the organizing peculiarity of which is the formation of topics in the postgraduate departments of the calendar curriculum topics and pre-ordered forms of training by the healthcare organizers in a certain region and formation of training groups taking into account the position, length of service, qualification category, preliminary determination of the basic level of knowledge on the topic, improvement of forms, methods for supply, and leaders self-esteem at their continuous professional development. The proposed system is favourably evaluated by independent experts. The results of the scientific research have been implemented at the sectoral, regional and basic levels of management.
