In the dissertation research the scientific problem of theoretical and methodological support of complex evaluation of civil servants and their official activity in conditions of reforms in Ukraine and possibilities of its practical application is considered. An overview of the historical heritage of the human resources management system, which the independent Ukraine received is made, the state of modern state personnel policy is described, its shortcomings are defined, the system of evaluation of civil servants in different administrative systems is analyzed, and also the necessity of transition to a post-bureaucratic model of public administration is proved. It is substantiated that when forming the personnel policy in the field of civil service, and especially during the reforms, it is expedient to use models of meritocracy and merit and the “theatrical model”.
