Essay

The dissertation is to study the spectrum of problems of the formation and development of cloud computing paradigms in the information economy. In the work, systematic methodological principles and categorical apparatus of cloud computing paradigms, construction principles and economic mechanisms of cloud providers were identified and systematized. A micro- and macroeconomic analysis of the cloud computing paradigm and its impact on the Ukrainian economy was conducted. The theoretical model of the development of cloud computing was presented in the paper. The paper devised a new approach to the task of planning and designing cloud services. The essence of this approach is to systematize the data on the functional suitability of the various structural elements of cloud services, in determining the sets of possible platforms and elements and in their comparative analysis in terms of the implementation of the necessary functions of the service. In the dissertation, the TCO model for cloud computing is developed, which allows to analyze indirect, as well as hidden costs when switching to cloud computing. The consolidated model of optimization of the price level and sales volumes of cloud services is developed based on data on the price elasticity of demand for services and costs for the production of units of cost of each cloud service. The concept of the state innovation cloud platform is proposed, the appearance of which will lead to the attraction of more customers from the public sector, and will allow not only to obtain the necessary investment in the development of information technologies, but also accelerate the adoption of new standards for the development of IT and solving key problems of domestic software manufacturers.
