Kruk S. Institutional development of public administration in the field of national security of Ukraine.

Object of study: public administration in the field of national security. Purpose: theoretical and methodological substantiation and development of practical recommendations on institutional development of public administration in the field of national security of Ukraine. Methods: hypothetical-deductive method, method of structural-functional analysis, complex application of analysis, synthesis, modeling, comparison and other methods of gathering, processing, interpretation and realization of actual data, theoretical-conceptual method, systemic and organizational-functional approaches. Results: An urgent scientific problem concerning theoretical and methodological substantiation and development of practical recommendations on institutional development of public administration in the field of national security of Ukraine has been solved. Novelty: methodology for researching institutional mechanisms of public administration in the field of national security is substantiated; the basis for the implementation of national security planning has been determined; the ways of institutional development of the mechanism of civil control and strategic planning in the field of national security of Ukraine are proposed. Improved conceptual provisions for identifying, by means of content analysis, the main problems of functioning of legal and organizational support of public administration in the field of national security of Ukraine; methodological approaches to the characterization of contemporary challenges to national security and the processes of its institutionalization; scientific principles of institutional development of public administration in the field of national security based on the analyzed foreign experience of its implementation. There was further development: the conceptual apparatus of science of public administration in terms of defining the definition of "institutional forces of public administration in the field of national security"; the institutional structure of Ukraine's national security and the mechanism for civil control of its functioning; institutional means of public administration in the field of national security of Ukraine both domestic and foreign policy. It was implemented in the activity of the State Emergency Service of Ukraine, the Main Directorate of the State Emergency Service of Ukraine in the Mykolaiv Oblast, the Rivne Regional State Administration, the Rivne Oblast Council, the National University of Civil Protection of Ukraine. Areas of use: public authorities, local authorities.
