The dissertation covers the results of a complex analysis of the transformational processes of Soviet power in the Ternopil Region during September 1939- June 1941, from the time of the occupation of the RSChA region to the time of the occupation of Western Ukraine by Nazi Germany. The process of force changes introduced by the Soviet government in Ternopil is described. They dramatically affected the socio-economic, socio political and cultural life of the region during three stages of its functioning: the first stage: September 17-December 10, 1939 the formation of the year-old temporary government bodies under control Red Army, the second stage: December 10, 1939-February 3, 1940-the transition of the functions of interim administrations to the creation of organs of Soviet, law enforcement, power, economic management structures. The features of the introduction and application of the command-administrative methods and principles of organizing the smoth management of the industrial and economic complex of the region with the aim of incorporating it into a single national system of the USSR are investigated. The main directions of the implementation of Soviet reforms are analyzed, the purpose of which was the destruction of national-cultural, spiritual values and traditions, the elimination of private and cooperative property of political parties and public organizations, the planting of Soviet patterns, communist morality and an atheistic worldview. The leading role of the CPSU has been clarified and analyzed as a center of concentration of the state, economic and individual sectors, as well as the possession of the right to use power structures to punitive actions against the indigenous population of the region that did not perceive Soviet politics. Studying the socio-political and socio-economical transformations of the western Ukraine region on local scale (using the example of Ternopil Region) allowed us to come closer to solving thematic problems in its most substantive and concrete manifestations. A detailed analysis of the transformation processes of public life of a particular territorial, local unit gives an idea to the methods, forms, means, efficiency, consequences and perception of the population of the region of all aspects of public policy out by the authorities of the specified period. Keeping the chronomical principle and material statements, emphasis is placed on the importance of the region on interstate relations on the eve of the Soviet-German conflict.
