Essay

The object – the processes of formation and development of the global inclusive circular economy. The purpose – to substantiate the theoretical and methodological provisions of the model of a global inclusive circular economy, to determine strategic priorities and means of its implementation in the economy of Ukraine. Methods – system analysis; systematization and generalization; structural and functional analysis; logical-theoretical; typology, essential characteristics; quantitative and qualitative comparisons; method of comparative morphological analysis; artificial intelligence (including major components). Novelty - the objective regularity of the process of formation of the global circular economy on the basis of inclusive development with the separation of imperative and essential characteristics, dominants and, on this basis, the transformation of the traditional linear model of economy into circular to justify the paradigm of global inclusive circular economy; the conceptual provisions of the theoretical and methodological model of the global inclusive circular economy are substantiated, namely: system characteristics and principles of circular self-organization, determined by criterion constraints of corporate culture, communications in global value chains, dominance of linear economy, inferiority of product quality, limited institutional, informational, financial, staffing of pilot circular business projects and programs, which made it possible to substantiate the basic concepts of forming a paradigm of a global inclusive circular economy, including global value chains (supply of secondary raw materials), sharing platforms, circular trade product life cycle, circular cities and circular cores; the theoretical and methodological bases of research of the formation processes and development of global inclusive circular economy as a big polystructural system integrated into a metasystem of global economy are developed, namely: the purposes are defined; formed principles (system approach; reflection of dynamics of economic, social, ecological, circular processes and their interdependence); used methods of calculating indicators of inclusiveness and circularity, as their analysis and synthesis used by international organizations and EU institutions; a holistic set of methods is applied; a methodological approach to the calculation of the integrated development index of the global inclusive circular economy has been developed; the strategic priorities of the circular economy development in Ukraine are substantiated; proved the benefits of implementing circular business projects, including public-private partnerships, on the basis of inclusive development and identified mechanisms for implementing the model, combined to develop a roadmap for the formation of a circular economy; improved scientific and methodological approaches to the strategy of socio-economic development by supplementing them with conceptual provisions on the emphasis on decoupling as an essential prerequisite for development; developed a methodological approach to the formation of circular value chains, which emphasizes the concept of comprehensive rather than partial transformation, strengthening the inclusive focus on such dominant drivers as: circular efficiency, the choice of complementary partners, the scale of chains - and the effect of a new transport doctrine to reduce emissions and reduce carbon footprint; conceptual bases of the tax policy influence on the formation of inclusive circular economy are developed in which, the role of “tax shift” in maintenance of ecological direction and social force of circular economy, encouragement of manufacturers to circular design, formation of circular life cycle of goods with an emphasis on formation of new “plastic environment” as a priority; theoretical provisions on the place of circular trade in waste and unused products in the paradigm of the global inclusive circular economy in the context of recognizing inclusive principles as a prerequisite for the functioning of circular economic activities to develop a system of measures to combat social security threats. The findings have been implemented in the Committee of the Verkhovna Rada of Ukraine on Environmental Policy and Nature Management; International Chamber of Commerce ICC Ukraine; Department of Ecology and Natural Resources of Ternopil Regional State Administration; Ternopil Regional Council; Ternopil Regional State Administration Department of International Cooperation and Fundraising; Public organization «European Assembly of Women Deputies», in the educational process of Ternopil National Economic University and Zaporizhia Institute of Economics and Information Technology.
