The thesis theoreticaly generalizes and solves the actual scientific and applied problem of creating a methodology of portfolio-hybrid management, namely models and methods of managing the development of territorial safety systems that are implemented in a specific project environment with limited resources. The analysis of the state of the issue in practice and science is performed, the expediency of developing new and improving the existing scientific bases, models, methods and means of portfolio-hybrid management is substantiated. A methodology for portfolio-hybrid management of the development of territorial safety systems in a specific project environment with limited resources has been developed. The mechanism of formation of value of hybrid projects is revealed and systemfactor models of value of hybrid projects and portfolios are improved. Methods and models of portfolio-hybrid management have been developed, taking into account the changing configuration of the project environment, which determines the set of priority changes in territorial safety systems and efficient projects that are part of the respective portfolios. Methods and models of configuration management of territorial safety systems development projects, as well as scientific and methodological principles of modeling their portfolios have been improved. The tools for modeling of hybrid projects were developed, their adequacy was checked and the projects were modeled, which provided the forecasting of their value. The tendencies of change of value indicators of development projects of public safety systems at changes of quantitative value of indicators of their danger and the predicted configuration of the project environment are substantiated, the methodology and recommendations on portfolio-hybrid management are put into practice.
