Essay

The scientific problem dealing with theoretical analysis of the state policy on social protection for servicemen and their families of the Armed Forces of Ukraine in 1991 – 2014 has been solved. The thesis generalizes the experience and develops proposals for improving the social protection of servicemen, persons dismissed from military service and their families. The complex research of the state policy of Ukraine on social protection of servicemen and their families in 1991 – 2014 was done. It has been determined that the state system of social protection of servicemen and their families is based on interdependent rights, guarantees and privileges established by the legislation of Ukraine. Their practical implementation, however, was systematically limited by the adoption of by-laws which caused the violation of the social protection of servicemen and their families. A lot of new documentary sources that significantly expand the understanding of Ukrainian state policy on social protection of servicemen and their families were identified, classified and introduced to scientific spreading. The results of the study showed that with the declaration of independence of Ukraine they began to create a system of medical support for servicemen and their families, which was complicated by the underfunding of the Armed Forces of Ukraine. For improvement and maintenance on a due level of medical support in 1996, a system of providing paid services for other categories of patients that being served in military medical institutions was introduced.
