The dissertation investigates the state of theory and practice of professional training of future maritime specialists by means of information and technological educational environment. The concept of professional training of future maritime specialists by means of information and technological educational environment, which is determined by the requirements for their professional training, studying traditions in the system of higher maritime education and focused on forming the ability and willingness of future maritime specialists to realize themselves. The concept of professional training of future specialists in the maritime industry by means of information technology educational environment is substantiated. It is determined by the requirements for the professional training of maritime specialists, the traditions of their training that have developed in the system of higher maritime education and is focused on the formation of the ability and readiness of future maritime professionals to realize themselves for professional purposes. The concept is a system of views on the content and main directions of training of students majoring in 271 «River and sea transport» for future professional activity in a modern post-industrial society. There are four semantic constants of professional competence of future maritime specialists: competence-productive, professional-production (practical), cultural-communicative and personal-professional one. The following organizational and pedagogical conditions of training of future specialists of the sea branch for professional activity are revealed and realized: increase of the level of motivation formation and observance of target landmarks in professional training of future maritime specialists; ensuring the effectiveness of the information and technological educational environment in the process of professional training of future maritime specialists on the basis of a competency-based approach; the focus of the educational process on the active interaction of its participants in the system teacher – cadet/student – information and technological educational environment; increasing the professional competence of research and teaching staff to use the means of information and technological educational environment. The first pedagogical condition is aimed at increasing the level of motivation of students throughout the period of study in higher education institutions. The second pedagogical condition is realized in the conditions of informatization of higher education institutions, which carry out professional training of students in information and technological educational environment, which is a high-tech and dynamic formation, which is subordinated to the relevant components (educational, normative, logistical, informational, professional one) with organized structure. The third pedagogical condition is focused on the development of the information space of higher educational institution, strengthening social communication, enrichment with new ideas, resources and methods of activity. The fourth pedagogical condition depends on the level of professional competence of scientific and pedagogical workers of the higher educational institution. The teacher is no longer a translator of educational experience, he is more of a mentor, facilitator, tutor, i.e. his main activity is to help future professionals in the maritime field «to teach to learn». The pedagogical system of professional training of future maritime specialists by means of information and technological educational environment is designed, which combines theoretical and practical bases: target direction, regularities of training, complex of general didactic (scientific, systematic and consistent one, consciousness, activity and independence, clarity, connection of the content of educational material with professional activity, accessibility, emotionality) and specific principles. The specific principles are the following: simulation of professional and production situations, simulation modeling, integrative and professional orientation, professional mobility, social conditionality, multidisciplinary orientation, continuity of professional education, continuity, diversification, quality of professional education, personal orientation, humanization of education, advanced nature of education and integration production. The content of basic and special training disciplines is also included into the pedagogical system.
