The thesis comprehensively analyzes the process of creation, activity and transfer of powers by the State Center of Ukrainian People 's Republic in exile. The thesis shows the activity of three components of the State Center - the President, the pre-parliament and the government - from the standpoint of the struggle for the restoration of independence of Ukrainian state. The Directory and the government of UPR at the initial stage of emigration activities made every effort to restore their power in Ukraine. These efforts were concentrated primarily in the military, international, parliamentary and information spheres. However, it soon became clear that the repatriation was the process much longer than originally planned. After the defeat in the military operation (the Second Winter Campaign) and overcoming its internal crisis, the State Center was able to change the format of its activities and focus on the most important areas.
