2. Based on the analysis of the modern legal doctrine, provisions of the domestic legislation and practice of its application, the content andfeatures of counteraction to infringements of the budget legislation are revealed in the dissertation. The theoretical and methodological approachesto solving the problems of these activities are developed and proposals for improving the current administrative and budget legislation areformulated. The substantive and procedural aspects of application of measures of budgetary-legal and administrative coercion for violationof budget legislation, as well as features of administrative proceedings in cases related to application of measures of influence for violationof budget legislation are studied. The directions of amendments to the administrative and budget legislation in order to form an integral institution of budget-delictual law, which provides for application of both restorative measures, and measures of legal responsibility for commission of the budget delict, and the development of new edition of the Code of Ukraine on Administrative Offenses, are formulated. Onlythose offenses that encroach on managerial relations (public administration relations) will be recognized as administrative ones. Such changes will lead to the introduction of the concept of "budget-delictual proceedings" as one of the types of jurisdictional proceedings into scientific circulation.
