Object of research - processes of managing projects for the development of high-tech enterprises (HTE); the aim of research - to improve the efficiency of management of HTE by using the methodology of systemic project-oriented development management; research methods - methods of system and intellectual analysis, functional, system, computer modeling, probability theory and utility theory, regular schemes of system models, set-theoretic representation, methods of full factorial experiment, integer and multicriteria optimization, multiagent-based modeling; results - scientific and methodological base was formed for the creation of a systematic project-oriented management of the development of HTE. This makes it possible to increase their competitiveness by reducing planning time, reducing costs for the implementation of development projects, time for developing methodological support for project-oriented development management using information technologies, constantly improving the knowledge of project teams and accumulating successful practical experience in managing of HTE; novelty – for the first time, methodological foundations for creation of project-oriented management of the development of HTE through systemic modeling of management; for the first time, a conceptual and functional models of systemic project-oriented management of the development of HTE, which allows taking into account the complex relationships of projects in corporate management; for the first time, a method of choosing the direction of development when reforming the HTE in conditions of limited enterprise resources; improved the model of the process of communication interaction in the environment of a virtual project office; developed the method for estimating the results of forecasting the need in project resources; developed structural and process models based on the decomposition of the project management structure and process of the development of HTE, which allow to combine and formalize the goals, functions, process and organizational structure; developed the method for determining the level of the target stock, which makes it possible to take into account the dynamics of its change in the conditions of existing demand on the market for the consumption of high-tech products; a method of forming a distributed organizational structure for managing a development project based on multi-criteria optimization of its logistics infrastructure; implementation – the results were implemented at the National Aerospace University named after N. Zhukovsky "Kharkiv Aviation Institute", Scientific and Production Enterprise "Terraviatech", "TSOFT", Scientific Production Enterprise "Navigation and Geodetic Center"; industry - high-tech enterprises development projects.
