The dissertation is devoted to the elaboration of a new methodology of innovation-oriented management of maritime transport infrastructure development projects. A conceptual model of the innovation management system has been developed, which allows to implement the advantages of both classical project management methods and Agile methods. Methods of optimal control of the sequence of performed works within the framework of innovative projects have been developed. Methods of substantiation of the optimal terms of initiation for the projects of innovative development of sea transport infrastructure were elaborated. A method for estimating the dynamics of average values and fluctuations in performance indicators of the projects of modernization and further operation of maritime transport infrastructure facilities, which takes into account random fluctuations in freight traffic is developed. A methodology for the substantiating strategies for modernizing transport infrastructure facilities, which allows to reduce the risks associated with the uncertainty of the intensity of freight traffic, is proposed. A conceptual model of development and use of decision support systems for projects of innovative development of maritime transport infrastructure is introduced. The obtained results are of scientific and practical significance for the development of the fundamental basics of the theory of management of innovative projects. The results of the research allow to expand and specify the theoretical provisions for the organization of the project management system of innovative development of maritime transport infrastructure, to summarize and supplement scientific, theoretical and practical knowledge in the field of project management. The methods and models proposed in the work have been successfully implemented in a number of Ukrainian and foreign companies.
