Kaliaev A. Theoretical and methodological principles of public administration in the field of military security of Ukraine in the context of global governance

The dissertation considers the current state of public administration reform and identifies priorities for the development of public administration in the field of military security at the national and global levels of government. The problems of functioning and development of global security institutions in the field of security against the background of changes in the military-political situation in the world are considered. The activity of global structures in the field of security is analyzed, their organizational and legal status and the scope of tasks for ensuring military security are determined. The general trends in the development of public administration in the field of military security are defined and the ambiguity and variability of positions in estimating the results of reforms are emphasized. It is argued that the problems of social interaction, responsibility and democracy in modern management practices are also transferred to public administration in the field of military security, in particular regarding the introduction of innovations. The known current models of public administration in the researched sphere are analyzed and their immanent components, characteristic features and peculiarities are determined. The basic principles of government characteristic of democratic countries are substantiated; the spheres of their restrictions while creating modern models of the state governance in the field of security and defense are defined. Transformational changes in the state governance in the field of military security are seen as possible logical and appropriate amid administrative reform processes, implementation of open innovation approaches, innovative management technologies and ecosystems at military security facilities at the national and global levels. It has been proven that innovations in the military sphere are introduced into the defense industry and the governance of the security and defense sector and promote the use of new tools and the attraction of new entities that were not related to the military sphere, but can increase its efficiency. The problems for the global and regional systems of collective security, in particular with regard to overcoming the crisis, against the backdrop of Russia’s aggression against Ukraine, have been identified. It is proved that Ukraine as a participant in the reform of modern collective security systems is able to increase their effectiveness in solving global problems of military security. The essence of the crisis potential of the problems of identity and multiculturalism in their ambiguous interrelation with the political and military problems of securitization at the national and integration levels is revealed. The main aspects of interaction between the components of the Security and Defense Sector of Ukraine are considered: security forces and defense forces, both in peacetime and in wartime. The tasks of the state’s military policy in the context of the implementation of the provisions of the new National Security Strategy of Ukraine and the transformation of Ukraine from an object into a subject of international policy have been identified.
