In the dissertation work the actual scientific and applied problem of development theoretical foundations and tools for managing human resources in the formation, development and management of teams of projects and programs is solved. A methodology of project-oriented resource management for the formation of adaptive teams in a multi-project environment, a conceptual model of project-oriented resource management for the formation of adaptive teams in a multi-project environment, a method for assessing human resource management processes in the basis of strategies, a method for forming resource requirements, a method for constructing formal models of formation and functioning project teams, donor-acceptor approach to the redistribution of resources, a model and method of redistribution of resources in a multi-project environment, methods for analyzing the attraction of human resources to a project portfolio, process models for managing the provision of human resources for projects are proposed.
